Loose paper is too soft to cut skin usually but because it is very thin (sometimes as thin as a razor blade)it is able to exert high levels of pressure which is often enough to cut the skin. The paper cuts more easily if it is slid against the skin in a slicing fashion rather than just being pressed against it. Most paper cuts occur in the fingers which have a greater concentration of sensory receptors. The irritation is often made worse because of chemicals such as bleach which is in the paper fibres.
